DEPARTMENT OF CIVIL SUPPLIES AND CONSUMER AFFAIRS

              The Department of Civil Supplies was constituted during the year 1964.  This Department is functioning under the Administrative control of the Secretary (Civil Supplies & Consumer Affairs) consisting of a Secretariat Wing and the Directorate of Civil Supplies and the Branch Offices in three outlying regions i.e. Karaikal, Mahe and Yanam regions. The Govt. of India has brought out an enactment to protect the interest of the Consumer viz. the Consume Protection Act 1986.  This U.T. of Pondicherry has framed rules viz. Pondicherry Consumer Protection Rules 1987 based on the Consumer Protection Act 1986.  This Govt. has formed a separate Department to protect the Consumer Rights and therefore this Department has been renamed as Dept. of Civil Supplies and Consumer Affairs during 1999.
               The Director of Civil Supplies and Consumer Affairs is the Head of Department and he is also the Ex-Officio Joint Secretary to Govt.  The Deputy Director (CS&CA) is the Head of Office of this Directorate and Ex-Officio Under Secretary to Govt.  
This Department is functioning with the following Sections:

  12. Consumer Affairs

a. Establishment Section:

            This section is the Administrative wing of this Department.  Accounts Section.  Account section will monitor the allocated budget allocation of this Department.

b. Statistics:

            This wing has been monitoring the essential commodities prices prevailing and preparing the periodical information.  This wing is to review and to monitor the availability and increase in price of essential commodities.  Weekly reports on the price of wholesale and retail prices of essential commodities are being sent to Govt. of India.

c. Computer Section:

            This wing has the facility of updated detailed of the ration cards connected with network. From these computers every system has been desired which can be accessed through browsers viz. Internet explorer or Netscape Navigator.  The activities regarding issue of ration cards and its allied activities like decision / addition of names change of address etc. have been computersied and is made to function online.

d. Squad  & Levy Section:

            The squad section is functioning with one Tahsildar and one Deputy Tahsildar with the assistance of Civil Supplies Officers and Inspectors.  They are vigil about the movement of the PDS commodities and seizure of articles illegal transportation of PDS items.

e. P.D.S. Section:

            This unit has been started functioning during the year 1997 as per the direction of Govt. of India.  This Govt. has taken every measures to streamline the issue of ration cards so as to reach the PDS articles to the Below Poverty Line families.

f. Permit / Licence Section:

            As per the directions of the Govt. of India, SKO (Superior Kerosene Oil) under the PDS System is being done through Licence/Permits.  This wing is allocating to all the four regions and also monitoring the upliftment of quote of Kerosene and distribution to the Licence / Permit holders and lookafter that the allocated quote has reached the public and to avoid diversion of Kerosene for adulteration and sale in black market.

            PAPSCO is the Govt.’s nominee for PDS for procurement and distribution of essential commodities in this Union Territory.    Distribution of essential commodities are implemented though 408 Fair Prices Shops which are run by Co-operative Societies, PAPSCO and Private individuals and 3 self help groups.

            Naptha / Solvent usage, the Secretary (CS&CA) is the Controlling Authority for issue of licence in connection with the acquisition, storage and use of specified solvents under the Naptha / Solvent Control Order 2000 for the Union Territory of Pondicherry and Director of Civil Supplies & Consumer Affairs, is for Pondicherry region

g. Card Section:

              This section is dealing with the issue of New Ration Cards, issue of Duplicate Ration Cards in the case missing original ration cards, deletion of name in the ration cards in the case of division of family members / death, inclusion of new members in the existing ration card and to get surrender certificates in case of transfer to other states.  Based on the updated database, the card section is provide instant service to the above said activities. 

h. Consumer Affairs:

               Consumer Affairs Division has been started functioning in this Department during the year 1996.  The aim of this division is to educate the consumer about their rights, duties and responsibilities, Redressal and consumer education.  Consumer can able to set right their grievance though Consumer Courts viz. District Forum and District Commission.  The District Forum has been set up which will function full time with the President and Members of the State Commission is functioning under the President and Members.  To protect the interst of the consumers Stale Level Consumer Protection Council and District Consumer Protection Council have been constituted.  Zonal Level Advisory cum Vigilance Committee are constituted in the outlying regions of Karaikal, Mahe and Yanam.  Awareness camps are arranged though recognized Voluntary Consumer Organisations in rural / urban areas through the U.T. of Pondicherry.  There are 41 Voluntary Consumer Organisations registered with this Department.

               For ensuing transparency in the activities of the department, citizen charter has been brought out by the department.  The citizen charter consists of variety of information relating to the functioning of the department, consumer rights, functioning of fair price shops etc. Utmost care is taken to ensure responsiveness and accountability.  Each and every application / representation received by this office is acknowledged properly, indicating the date of receipt, the date on which the applicant will get the ration card / certificates etc., so that  the ration card holder’s job becomes very easy without frequently approaching the department.  The ration card related activities are online and hence, the public can get the job done quickly. 

              This department has brought out Citizen’ Charter aimed at creating public awareness containing vital information regarding activities, timing and functioning of fair price shops, rights and responsibilities of consumers, remedial measures for grievances of consumers etc.   It  is  proposed to reduce the time limit  assigned to each activity  for the benefits of public by effecting few procedural changes in the department.  This charter is reviewed periodically and updated as and when required.

            A public Grievance Redressal machinery is functioning in this office.  The Deputy Director of this department has been appointed as the Public Relation Officer.  Public grievances are heard by the Director / Deputy Director through out the day without any time limit. 

i. Food Cell:

              A Food Cell has also been set up under the control of the Directorate of Civil Supplies & Consumer Affairs.  There are three Food Cell Police Stations in Pondicherry region viz., Pondicherry, Bahour and Madagadipet and one at Karaikal.   The Food Cell is headed by a Superintendent of Police.

      This cell will monitor the movements of essential commodities under Public Distribution System and if any diversion or adulteration and sale in black market, action will be taken under the Essential Commodities Act.  This cell is also in strict vigil in opening and closing hours of Fair Price Shops.
